So you have people collecting diaability and those on unemployment. YOu have a bunch of other information on the person like they paid taxes so you know that the person exists.
You have them paying taxes or not paying taxes. Those that pay wage taxes are working and those that are not are not working.
add the to together and then divid it by those that are working. That will give you the figure of unemployed without any government figuring out how best to smooth the numbers as they do today.
